Passport Size Photo Converter and Maker
To convert a photo to passport size, crop it to the document's shape, scale your head to the official range, replace the background with plain white and export the right pixels. For a U.S. passport that means 2 x 2 inches, or 600 x 600 pixels at 300 DPI, with the head 50% to 69% of the height. PhotoForPass does all of it from one phone photo in about a minute.
- 14-day money-back guarantee
- Photo stays on your device until you pay
- Checked against official rules
- 2 x 2 in format
- Head size 1 to 1 3/8 in
- Eyes open, facing the camera
- Plain white background
- Even light, no shadows
Your photo is checked on your device. Nothing is uploaded until you pay.
Key takeaways
- Converting a photo to passport size is four jobs: crop to the right shape, scale the head, whiten the background, export the right pixels.
- Simply resizing a photo does not work. The shape and the head size must both match the document's rules.
- Each document has its own size: 2 x 2 in for the U.S., 35 x 45 mm for Europe and the UK, 33 x 48 mm for China.
- A converter cannot fix a bad source photo. Glasses, a turned head, closed eyes or a photo older than 6 months need a retake.

What converting a photo to passport size really involves
A passport size photo converter has to do more than change the dimensions. Officials measure the head, the eye position and the background, so every one of those has to land inside the rules for your document.
- Crop to the right shape. A U.S. photo is square; a European photo is a 35 x 45 mm portrait rectangle. Stretching a photo to fit distorts the face.
- Scale the head. In a U.S. photo the head must be 1 to 1 3/8 inches tall, 50% to 69% of the height, with the eyes 56% to 69% up from the bottom. European photos want a bigger face, 70% to 80%.
- Replace the background. U.S. documents need plain white or off-white with no shadows or objects.
- Export the right file. Prints need the right size at 300 DPI. Uploads need the right pixels and file size, such as a square JPEG of 600 to 1200 pixels and no more than 240 KB for the DS-160.
Good light helps the result too, so we also even out exposure. We never change your face: no skin smoothing, no reshaping.
Passport photo sizes you can convert to
Choose the size by document, not by country alone, since visas and passports from the same country sometimes differ. The table lists the most common sizes, their pixel dimensions at 300 DPI and the official head range.
Digital uploads have their own pixel rules on top of these. The DS-160 visa form takes square JPEGs from 600 x 600 to 1200 x 1200 pixels, and the DV lottery wants exactly 600 x 600 pixels. Canadian passport photos are listed for reference only: Canada requires a commercial photographer and no editing, so we do not convert photos for it.
| Size | Used for | Pixels at 300 DPI | Head height |
|---|---|---|---|
| 2 x 2 in (51 x 51 mm) | U.S. passport, visa, green card, USCIS forms, DV lottery, ATF, India visa | 600 x 600 px | 1 to 1 3/8 in (50% to 69%) |
| 35 x 45 mm | Schengen visa, UK, Ireland, Pakistan and many more | 413 x 531 px | 32 to 36 mm (70% to 80%); UK and Pakistan 29 to 34 mm |
| 33 x 48 mm | Chinese passport and visa | 390 x 567 px | 28 to 33 mm |
| 50 x 70 mm | Canadian passport (commercial photographer only) | 591 x 827 px | 31 to 36 mm |
How to make a passport photo background white
Most U.S. passport photos fail on the background, not the face. Shadows behind the head, a beige wall or a picture frame in the corner are all reasons for rejection.
PhotoForPass replaces the background with plain white, so you do not need a white wall. You still get the cleanest edges around hair and shoulders when you start with a good setup:
- Stand 2 to 3 feet in front of a plain, light wall so your shadow falls on the floor, not behind your head.
- Face a window, so light falls evenly on both sides of your face.
- Wear a top that contrasts with white, such as a dark or bright color.
- Keep loose hair from blending into a similar-colored wall.
- Turn off portrait mode and background blur, which create soft, uneven edges.
Non-U.S. documents can differ. The UK asks for cream or light gray, so always choose your exact document.
Converting a photo to passport size by hand
You can convert a photo to passport size yourself in most free image editors. It takes some care, and it helps to know the pitfalls before you start.
- Open the original photo, not a screenshot or a copy from a chat app.
- Lock the crop to the right shape: 1:1 for a U.S. 2x2, 7:9 for 35 x 45 mm.
- Crop so the head, chin to top of hair, fills the official range: 50% to 69% of the height for the U.S.
- Resize to the target pixels, such as 600 x 600 for a 2x2 at 300 DPI. Never enlarge a small photo, which makes it blurry.
- Export as JPG at high quality, then check the file size against your upload limit.
- For prints, place the photos on a 1200 x 1800 pixel canvas (4x6 at 300 DPI): six 2x2 photos fit with no gaps.
The hardest parts by hand are an even white background and an exact head size. Test your result in our free passport photo checker before you print or upload.

PhotoForPass is a passport size photo maker that runs in your browser on any phone, tablet or computer, with nothing to install.

FAQ
Frequently asked questions
How do I convert a photo to passport size?
Crop the photo to your document's shape, scale it so the head fills the official range, replace the background with plain white and export the right size. For a U.S. passport, that is 2 x 2 inches or 600 x 600 pixels at 300 DPI, with the head 50% to 69% of the height. PhotoForPass does these steps for you.
Can I convert any photo into a passport photo?
Only a suitable photo. It must be recent (within 6 months for U.S. documents), taken straight on with your head level, eyes open, even light and no glasses or hat. A converter can crop, resize and whiten the background, but it cannot fix a turned head, closed eyes, a group photo or a blurry shot.
What is passport size in pixels?
A U.S. passport photo is 600 x 600 pixels at 300 DPI, which prints at 2 x 2 inches. A 35 x 45 mm European photo is 413 x 531 pixels, and a 33 x 48 mm Chinese photo is 390 x 567 pixels at 300 DPI. Upload systems have their own limits, such as 600 to 1200 pixels for the DS-160.
How do I make my passport photo background white?
PhotoForPass replaces the background with plain white, so you do not need a white wall. For the cleanest result, stand 2 to 3 feet from a plain light wall, face a window for even light and turn off portrait mode. By hand, you would need to select around your hair carefully in a photo editor.
Can I resize a photo to 2x2 without cropping?
Usually not. A 2x2 photo is square, while phone photos are rectangles, so resizing without cropping either stretches your face or leaves the head far too small. You need to crop to a square so the head fills 50% to 69% of the height, then resize to 600 x 600 pixels.
Is passport photo size the same in every country?
No. The U.S. uses 2 x 2 inches, most of Europe and the UK use 35 x 45 mm, China uses 33 x 48 mm and Canada uses 50 x 70 mm. Head size, background color and how recent the photo must be also differ, so always choose your exact document before converting.
Is there a free passport size photo converter?
Free image editors can crop and resize a photo, but you have to set the head size, whiten the background and build the print sheet yourself. The PhotoForPass photo checker is free and shows whether a photo passes. The finished, converted photo costs $16.95, or $18.95 with a 4x6 print sheet.
Can I convert a photo to passport size on my iPhone?
Yes. PhotoForPass works in Safari or any browser on iPhone, iPad and Android, with nothing to install. Take the photo with your camera or pick one from your library, run the smart check and download the converted file straight to your phone.
Will converting my photo lower its quality?
Not if you start with the original photo. Cropping a full-resolution phone photo down to 600 x 600 or 1200 x 1200 pixels keeps it sharp. Quality drops when you start from a screenshot, a chat app copy or a small image that has to be enlarged, so always use the original file.
Can I print a converted passport photo at CVS or Walgreens?
Yes. With the Photo + print sheet package, you get a 4x6 sheet that holds six 2x2 photos or eight 35 x 45 mm photos. Upload it to CVS, Walgreens or Walmart as a regular 4x6 print with crop-to-fit turned off, then cut along the edges.
Does the converter change my face?
No. PhotoForPass crops and resizes the photo, replaces the background and evens out the lighting, but it never smooths skin, reshapes features or changes your expression. Passport authorities do not accept retouched photos, so your face stays exactly as the camera captured it.
